Parshiyos Tzav and Shemini with a very short story

This Shabbos is the 60th anniversary of the passing of my grandfather Yosef Levy. It was though his insistence that I get a Reform Bar Mitzvah that I learned of Chanucha, Purim and Pessach. The Seder was the 60th anniversary since I started conducting Sedarim which was before my 10th birthday. Last but not least, last Shabbos was the Bar Mitzvah of my grand-nephew Yishai-Shmuel ben Yosef. The Neshama of my grandfather should have an Aliyah and Mazel Tov to the young boy turning into a Jewish Halachic Adult. So a long dedication of this week’s Torah.

Good News is that the infant Binyamin Aharon ben Inbal is improving and can be taken off the prayer list.

Korbanos is a difficult and serious subject. Our Rabbis would often start a Drasha with a bit of light humor. While straightening out my bookshelves, I came across a book on intelligent life in the Universe. Sofar we have only found it on earth. However, with that swamp in Washington, I was wondering if there is really intelligent life on earth.

Parsha Tzav

In Parsha Vayikra, we start learning of the various Korbanos. Here we also learn of the cleaning of the ashes from the Mizbayach and the eternal fire there. Aaron and his sons are being consecrated in this week’s Parsha. These are the Korbanos that they have to bring and their anointing. Like a King once David was consecrated, his seed thereafter need not be consecrated so too here, once Aaron and his sons were consecrated the seed would not have to be consecrated. There was a possible problem with Pinchas who was born but in active service. However, in Parsha Pinchas, HASHEM sets the record straight.

6:1 And the LORD spoke unto Moses, saying: 2 Command Aaron and his sons, saying: This is the law of the burnt-offering: it is that which goes up on its firewood upon the altar all night unto the morning; and the fire of the altar shall be kept burning thereby.

There had to be a Cohain ready to stoke the fire at all times. I assume over the years and centuries they would have approximately the right type of wood and the right amount but still wood is not 100% precisely chopped or of the same consistency and wood of a different age or chemical in the local soil for different minerals would make a difference. The wood as we know was gathered each year until Tu B’ Av so as to let it dry out before the rainy season.

3 And the priest shall put on his linen garment, and his linen breeches shall he put upon his flesh; and he shall take up the ashes whereto the fire hath consumed the burnt-offering on the altar, and he shall put them beside the altar. 4 And he shall put off his garments, and put on other garments, and carry forth the ashes without the camp unto a clean place.

The changing of the garments was an honor for the Mizbayach and the Deshen (ashes) from the Altar. In the Kabbalah (which I can only guess from my knowledge) there is spiritualness in inane matter and these two objects were no different. For HASHEM Yisborach had accepted the offering from the Mizbayach and the ashes were the remains of the wood and the burnt part of the Korban.

5 And the fire upon the altar shall be kept burning thereby, it shall not go out; and the priest shall kindle wood on it every morning; and he shall lay the burnt-offering in order upon it, and shall make smoke thereon the fat of the peace-offerings. 6 Fire shall be kept burning upon the altar continually; it shall not go out.

From Rabbi Frand @ Torah.org The Shalo”h Hakodosh (Shaar haOsiyos 30) writes in the name of Rav Moshe Cordevero (1522-1570) that he once heard from an elderly Jew that an effective method (segulah) for removing forbidden thoughts from one’s mind is to repeat the following pasuk [verse] over and over: “The fire on the altar shall be kept burning on it, it shall not be extinguished.” [Vayikra 6:6]. The Shalo”h comments that he is sure that the “elderly Jew” who Rav Moshe Cordevero heard this from was the prophet, Eliyahu [Elijah]. However, due to Rav Cordevero’s great modesty, he did not want to reveal the true source, since that would have revealed that he was worthy of conversing with Eliyahu.

7 And this is the law of the meal-offering: the sons of Aaron shall offer it before the LORD, in front of the altar. 8 And he shall take up therefrom his handful, of the fine flour of the meal-offering, and of the oil thereof, and all the frankincense which is upon the meal-offering, and shall make the memorial-part thereof smoke upon the altar for a sweet savor unto the LORD.

The Korban Mincha is a very small offering for it is essentially three middle fingers full of flour some oil and a pinch of incense. It was also the poor man’s offering (one who was so poor that he could barely pay for his meals and all the more so a sheep or goat).

9 And that which is left thereof shall Aaron and his sons eat; it shall be eaten without leaven in a holy place; in the court of the tent of meeting they shall eat it. 10 It shall not be baked with leaven. I have given it as their portion of My offerings made by fire; it is most holy, as the sin-offering, and as the guilt-offering.

With the exception of the Korban Todah aka Thanksgiving Offering, none of the loaves or baked products were leaven. So all were Kosher Le Pessach.

11 Every male among the children of Aaron may eat of it, as a due for ever throughout your generations, from the offerings of the LORD made by fire; whatsoever touches them shall be holy.

Any male: Even if he has a blemish [which disqualifies him from performing the sacrificial service]. And why is this stated? If [this refers] to eating [the meal-offering, this is already stated [in Lev. 21:22, where Scripture says, referring to a kohen who has a blemish], “The offerings to his God from the holiest of the holy things [and from the holy things he may eat].” Rather, [Scripture here comes] to include blemished kohanim in the equal division [of meal-offerings, among all the kohanim [of the watch (מִשְׁמָר) , see Rashi Lev. 7:9)] Anything that touches [them, shall become holy]: Sacrifices that have a lesser degree of holiness or ordinary food that comes in contact with a meal-offering and absorbs from it, Shall become holy: to be like it [i.e., like the meal-offering], that if it is invalid, they will becomes invalid; and if it is valid, they will have to be eaten under the same stringency as the meal-offering [namely, within holy ground and only during the day of offering and the night following, until midnight]. — [Torath Kohanim 6:38; Zev. 97b]

12 And the LORD spoke unto Moses, saying: 13 This is the offering of Aaron and of his sons, which they shall offer unto the LORD in the day when he is anointed: the tenth part of an ephah of fine flour for a meal-offering perpetually, half of it in the morning, and half thereof in the evening. 14 On a griddle it shall be made with oil; when it is soaked, thou shalt bring it in; in broken pieces shalt thou offer the meal-offering for a sweet savor unto the LORD. 15 And the anointed priest that shall be in his stead from among his sons shall offer it, it is a due for ever; it shall be wholly made to smoke unto the LORD. 16 And every meal-offering of the priest shall be wholly made to smoke; it shall not be eaten.

This daily Korban Mincha shall not be eaten but burnt.

… At this point the various Korbanos are taught to Aaron and his sons by Moshe the first seven days of the dedication of the Mishkan.

8:1 And the LORD spoke unto Moses, saying: 2 'Take Aaron and his sons with him, and the garments, and the anointing oil, and the bullock of the sin-offering, and the two rams, and the basket of unleavened bread;

Take Aaron: This section was stated seven days before the erection of the Sanctuary, [and should have been stated earlier in Exod. Parsha Pekudei, which discusses the erection and consecration processes. [However], there is no [sequence of] earlier and later events in the Torah [i.e., Scripture does not always follow chronological order].

3 and assemble thou all the congregation at the door of the tent of meeting.' 4 And Moses did as the LORD commanded him; and the congregation was assembled at the door of the tent of meeting. 5 And Moses said unto the congregation: 'This is the thing which the LORD hath commanded to be done.' 6 And Moses brought Aaron and his sons, and washed them with water.

There is no mention of a Mikvah here and in the desert I doubt there was but this was probably a shower behind the curtains. Although the washing might have only been standard washing of a Levy of the hands and feet of the Cohain. However, the dressing of the Cohain comes precisely afterwards so it confuses me whether it was a shower or the standard and there is no Rashi. Even as I shall write below, the Ramban (Nachmonides) was confused as I about certain actions here and he writes so but not about the shower or Mikvah if there was available.

7 And he put upon him the tunic, and girded him with the girdle, and clothed him with the robe, and put the ephod upon him, and he girded him with the skillfully woven band of the ephod, and bound it unto him therewith. 8 And he placed the breastplate upon him; and in the breastplate he put the Urim and the Tumim. 9 And he set the mitre upon his head; and upon the mitre, in front, did he set the golden plate, the holy crown; as the LORD commanded Moses.

The Ramban says that this is the order in which the Cohain must dress himself daily.

10 And Moses took the anointing oil, and anointed the tabernacle and all that was therein, and sanctified them.

It was certain that Moshe poured the oil over Aaron’s head but he did not know if he poured it over his sons or just sprinkled it.

11 And he sprinkled thereof upon the altar seven times, and anointed the altar and all its vessels, and the laver and its base, to sanctify them. 12 And he poured of the anointing oil upon Aaron's head, and anointed him, to sanctify him. 13 And Moses brought Aaron's sons, and clothed them with tunics, and girded them with girdles, and bound head-tires upon them; as the LORD commanded Moses. 14 And the bullock of the sin-offering was brought; and Aaron and his sons laid their hands upon the head of the bullock of the sin-offering. 15 And when it was slain, Moses took the blood, and put it upon the horns of the altar round about with his finger, and purified the altar, and poured out the remaining blood at the base of the altar, and sanctified it, to make atonement for it.

… 23 And when it was slain, Moses took of the blood thereof, and put it upon the tip of Aaron's right ear, and upon the thumb of his right hand, and upon the great toe of his right foot. 24 And Aaron's sons were brought, and Moses put of the blood upon the tip of their right ear, and upon the thumb of their right hand, and upon the great toe of their right foot; and Moses dashed the blood against the altar round about. ... 27 And he put the whole upon the hands of Aaron, and upon the hands of his sons, and waved them for a wave-offering before the LORD. 28 And Moses took them from off their hands, and made them smoke on the altar upon the burnt-offering; they were a consecration-offering for a sweet savor; …33 And ye shall not go out from the door of the tent of meeting seven days, until the days of your consecration be fulfilled; for He shall consecrate you seven days. 34 As has been done this day, so the LORD hath commanded to do, to make atonement for you. 35 And at the door of the tent of meeting shall ye abide day and night seven days, and keep the charge of the LORD, that ye die not; for so I am commanded. 36 And Aaron and his sons did all the things which the LORD commanded by the hand of Moses.

The Ramban was also uncertain if he sprinkled the blood of each animal separately or mixed all together and then on the finger and toe. From the Yom Kippur Service that we say it appears each one separately as we say in Mussaf.

Parsha Shemini

Our Parsha is a direct continuation of the previous Parsha and 7 Leaders or Princes of the Tribes have dedicated their gifts to the Mishkan. On the eight day the Prince has finished his dedication and Aaron is to take a Korban Chatas and a Korban Olah.

9:1 And it came to pass on the eighth day, that Moses called Aaron and his sons, and the elders of Israel; 2 and he said unto Aaron: 'Take thee a bull-calf for a sin-offering, and a ram for a burnt-offering, without blemish, and offer them before the LORD.

The Ramban states that the bull-calf was an atonement for the golden calf (Egel HaZahav). This was why it had to be entirely burnt. Goats were always used for a sin offering as the Greeks had their Satyrs and the goat had certain connotations in the ancient world.

3 And unto the children of Israel thou shalt speak, saying: Take ye a he-goat for a sin-offering; and a calf and a lamb, both of the first year, without blemish, for a burnt-offering; 4 and an ox and a ram for peace-offerings, to sacrifice before the LORD; and a meal-offering mingled with oil; for to-day the LORD appears unto you.' 5 And they brought that which Moses commanded before the tent of meeting; and all the congregation drew near and stood before the LORD. 6 And Moses said: 'This is the thing which the LORD commanded that ye should do; that the glory of the LORD may appear unto you.' 7 And Moses said unto Aaron: 'Draw near unto the altar, and offer thy sin-offering, and thy burnt-offering, and make atonement for thyself, and for the people; and present the offering of the people, and make atonement for them; as the LORD commanded.'

Also the Yom Kippur Ceremony in Parsha Emor, Aaron must first atone for himself and his family. For until he has atoned for his own sins and is clear, how can he atone for others and that should be the criteria of leaders to be free from taint.

8 So Aaron drew near unto the altar, and slew the calf of the sin-offering, which was for himself. 9 And the sons of Aaron presented the blood unto him; and he dipped his finger in the blood, and put it upon the horns of the altar, and poured out the blood at the base of the altar. 10 But the fat, and the kidneys, and the lobe of the liver of the sin-offering, he made smoke upon the altar; as the LORD commanded Moses. 11 And the flesh and the skin were burnt with fire without the camp.

The Chatas (sin offering) was burnt entirely including the skin and the dung. The other Korbanos, the Korban was flayed first and then offered.

12 And he slew the burnt-offering; and Aaron's sons delivered unto him the blood, and he dashed it against the altar round about.

The dashing was done by dipping Marjoram (Hyssop or Ayzav in Hebrew currently known by the Arabic Zaatar) into the blood which was held and stirred by another Cohain. The blood from the Marjoram was flicked onto the Mizbayach.

13 And they delivered the burnt-offering unto him, piece by piece, and the head; and he made them smoke upon the altar. 14 And he washed the inwards and the legs, and made them smoke upon the burnt-offering on the altar. 15 And the people's offering was presented; and he took the goat of the sin-offering which was for the people, and slew it, and offered it for sin, as the first. ... 18 He slew also the ox and the ram, the sacrifice of peace-offerings, which was for the people; and Aaron's sons delivered unto him the blood, and he dashed it against the altar round about, 19 and the fat of the ox, and of the ram, the fat tail, and that which covers the inwards, and the kidneys, and the lobe of the liver. 20 And they put the fat upon the breasts, and he made the fat smoke upon the altar. 21 And the breasts and the right thigh Aaron waved for a wave-offering before the LORD; as Moses commanded. 22 And Aaron lifted up his hands toward the people, and blessed them; and he came down from offering the sin-offering, and the burnt-offering, and the peace-offerings. 23 And Moses and Aaron went into the tent of meeting, and came out, and blessed the people; and the glory of the LORD appeared unto all the people. 24 And there came forth fire from before the LORD, and consumed upon the altar the burnt-offering and the fat; and when all the people saw it, they shouted, and fell on their faces.

10:1 And Nadab and Abihu, the sons of Aaron, took each of them his censer, and put fire therein, and laid incense thereon, and offered strange fire before the LORD, which He had not commanded them. 2 And there came forth fire from before the LORD, and devoured them, and they died before the LORD. 3 Then Moses said unto Aaron: 'This is it that the LORD spoke, saying: Through them that are nigh unto Me I will be sanctified, and before all the people I will be glorified.' And Aaron held his peace. …And Moses said unto Aaron, and unto Eleazar and unto Ithamar, his sons: 'Let not the hair of your heads go loose, neither rend your clothes, that ye die not, and that He be not wroth with all the congregation; but let your brethren, the whole house of Israel, bewail the burning which the LORD hath kindled. 7 And ye shall not go out from the door of the tent of meeting, lest ye die; for the anointing oil of the LORD is upon you.' And they did according to the word of Moses.

What a horrible tragedy and how great was Aaron to hold his peace. His sons offered an incense offering that was not required and within the holy of holies. Our Sages say they also had wine based on the Pasuk that follows.

8 And the LORD spoke unto Aaron, saying: 9 'Drink no wine nor strong drink, thou, nor thy sons with thee, when ye go into the tent of meeting, that ye die not; it shall be a statute forever throughout your generations. 10 And that ye may put difference between the holy and the common, and between the unclean and the clean; 11 and that ye may teach the children of Israel all the statutes which the LORD hath spoken unto them by the hand of Moses.'
12 And Moses spoke unto Aaron, and unto Eleazar and unto Ithamar, his sons that were left: 'Take the meal-offering that remains of the offerings of the LORD made by fire, and eat it without leaven beside the altar; for it is most holy. 13 And ye shall eat it in a holy place, because it is thy due, and thy sons' due, of the offerings of the LORD made by fire; for so I am commanded …

A lot has been written here and in past blogs one can read what I wrote on the subject as the blog spot has been archived for years.

11:1 And the LORD spoke unto Moses and to Aaron, saying unto them: 2 Speak unto the children of Israel, saying: These are the living things which ye may eat among all the beasts that are on the earth.

Was there a non-kosher animal that the sons of Aaron offered? I doubt it but it just happens that this section is here under holiness.

3 Whatsoever parts the hoof, and is wholly cloven-footed, and chews the cud, among the beasts, that may ye eat. 4 Nevertheless these shall ye not eat of them that only chew the cud, or of them that only part the hoof: the camel, because he chews the cud but parts not the hoof, he is unclean unto you. 5 And the rock-badger, because he chews the cud but parts not the hoof, he is unclean unto you. 6 And the hare, because she chews the cud but parts not the hoof, she is unclean unto you. 7 And the swine, because he parts the hoof, and is cloven-footed, but chews not the cud, he is unclean unto you. 8 Of their flesh ye shall not eat, and their carcasses ye shall not touch; they are unclean unto you.

Even their Carcasses make you Tuma Le Mishkan or Mikdash. The foundation of the religion is of course a belief in one G-D, no other. The song Adon Olam can be translated is that the MASTER or L-RD of the world reigns alone. The next three Mitzvos that are the main separation of Judaism from the rest of the nations is Shabbos, Kashrus and Taharos Mishpacha (family purity – ritual purity). We then go to Mitzvos between man and his fellow such as love your neighbor as yourself, not stealing, murdering and sexual promiscuity.

We are forbidden the camel and its milk not because it does not have good properties in the milk but because HASHEM has told us not to. Many a Goy will tell you that bacon and roasted pork chops from the pig is delicious and with modern feeding we no longer have to worry about trichinosis. Yet there is a spiritual quality in these animals which interfere with one or more components of the DIVINE SOUL which is the IMAGE of G-D in man.

9 These may ye eat of all that are in the waters: whatsoever hath fins and scales in the waters, in the seas, and in the rivers, them may ye eat. 10 And all that have not fins and scales in the seas, and in the rivers, of all that swarm in the waters, and of all the living creatures that are in the waters, they are a detestable thing unto you,

In the late 5720’s I saw a sign by either vegetarians or an advertisement claiming “You are what you eat!” Since I was a returning Jew to Torah Judaism I found great pleasure in it. For it is obvious to me if one eats pigs, apes, lions, snakes and squid that one takes on certain properties of these animals. Physically, we can see people who eat snakes in Syria and in the far east are no worse off and the protein is good. Yet when we eat these things, the Neshama of the animal is in the blood and we pick up negative spiritual traits.

11 and they shall be a detestable thing unto you; ye shall not eat of their flesh, and their carcasses ye shall have in detestation. 12 Whatsoever hath no fins nor scales in the waters, that is a detestable thing unto you. … 21 Yet these may ye eat of all winged swarming things that go upon all fours, which have jointed legs above their feet, wherewith to leap upon the earth; 22 even these of them ye may eat: the locust after its kinds, and the bald locust after its kinds, and the cricket after its kinds, and the grasshopper after its kinds. 23 But all winged swarming things, which have four feet, are a detestable thing unto you.

Like from the herds, flocks and even Chayos like moose, deer, elk, buffalo, etc. that only eat grass and leaves so too the locust, grasshopper, etc. do not feed on carcasses like flies, words, ants, etc.

…25 And whosoever bears aught of the carcass of them shall wash his clothes, and be unclean until the even. 26 Every beast which parts the hoof, but is not cloven footed, nor chews the cud, is unclean unto you; every one that touches them shall be unclean. 27 And whatsoever goes upon its paws, among all beasts that go on all fours, they are unclean unto you; whoso touches their carcass shall be unclean until the even.

To prevent disease, we have to cover up the carcasses of dead animals and then we should go to the Mikvah. This is a ritual impurity.

The following things are called disgusting things:

… 29 And these are they which are unclean unto you among the swarming things that swarm upon the earth: the weasel, and the mouse, and the great lizard after its kinds, 30 and the gecko, and the land-crocodile, and the lizard, and the sand-lizard, and the chameleon. 31 These are they which are unclean to you among all that swarm; whosoever doth touch them, when they are dead, shall be unclean until the even. 32 And upon whatsoever any of them, when they are dead, doth fall, it shall be unclean; whether it be any vessel of wood, or raiment, or skin, or sack, whatsoever vessel it be, wherewith any work is done, it must be put into water, and it shall be unclean until the even; then shall it be clean. 33 And every earthen vessel where into any of them fall whatsoever is in it shall be unclean, and it ye shall break.

Spiritually uncleanliness for people who want to eat from a holy Korban or separate Teruma and Maaser. People would like to be ritually clean from this too while preforming the act of being fruitful and multiply with one’s spouse. Today, we have become lazy since we are Tuma Mays (ritually unclean by virtual of a contact with a grave or dead body).

…35 And everything whereupon any part of their carcass falls shall be unclean; whether oven, or range for pots, it shall be broken in pieces; they are unclean, and shall be unclean unto you. 36 Nevertheless a fountain or a cistern wherein is a gathering of water shall be clean; but he who touches their carcass shall be unclean. 37 And if aught of their carcass fall upon any sowing seed which is to be sown, it is clean. 38 But if water be put upon the seed, and aught of their carcass fall thereon, it is unclean unto you…. 41 swarming things are … not be eaten. 42 Whatsoever goes upon the belly, and whatsoever goes upon all fours, or whatsoever hath many feet, even all swarming things that swarm upon the earth, them ye shall not eat; for they are a detestable thing. 43 Ye shall not make yourselves detestable with any swarming thing that swarms, neither shall ye make yourselves unclean with them, that ye should be defiled thereby.

Why …44 For I am the LORD your God; sanctify yourselves therefore, and be ye holy; for I am holy; neither shall ye defile yourselves with any manner of swarming thing that moves upon the earth.

Due to the longer double Torah this week, the stories will appear next week. Only this:

I will tell you a series of messages that I received on Thursday this week. It is customary for those who work five days a week or will not see their friends on Friday to wish a good Shabbos to all on Thursday. I did so to this fellow. He replied that it was too early for Shabbos. I replied that my whole week revolves around Shabbos and as his soul expands, he will feel and understand that.

When I made my 10,000 mile great circle in 1992 from Salt Lake City via Canada and returning via the Grand Canyon, Zion Park and Bryce Canyon, I had my Shabbosos and Tisha B’Av planned out. It was great and I enjoyed the trip very much and got to be by a Minyan each Shabbos. The world of the G-D fearing and G-D loving Jew revolves around the Mitzvos being our life and the length of our days.

Excerpts: For a moment, it seemed as though a new, more ethical and more decent world was being created. Some 17 million people were killed in World War I, and about 40 percent of them were civilians. Some 64 million were killed in World War II, and about 60 percent of them were civilians. Never again, the international community hoped, and phrased the Geneva Convention.

There is no valid study pointing to the number of casualties in the wars that have taken place since World War II until today. There are different counting methods which lead to different results. According to a minimizing method, we are talking about 86 million people. According to a team of researchers of the American Public Health Association (APHA), we are talking about some 190 million people. There is a dispute over the number of innocent people among the dead. There is no dispute over the fact that there has been an increase from the two world wars.

If you ever get caught in a riptide swim to the side and come in closer to the breakers. If you go into cold water on a hot day on an air mattress stay on and let the current take you along the Kinneret. Never try to swim back for hyperthermia will over-take you no matter how good a swimmer you are. Try to steer the mattress to a shore or let it take you until a police boat comes. Mattis meets with ME leaders may send a tomahawk or two to Sinai with the agreement of Sisi. http://debka.com/article/26014/US-Tomahawk-cruise-missiles-for-ISIS-Sinai-HQ

From Irina   If you consider our foreign policy to be Sycophantic that is because it is. Consider the following: Sec. Def. Mattis announced that we need to stop the Iran supplies of missiles to the Houthis in Yemen.
Why is this important? Because it's helping perpetuate a war, plus if Iran strengthens its forces there, it may be able to block the waterways, which is not something U.S. would tolerate.
Iran is also still listed as a state sponsor of terror and is, therefore, subject to an assortment of sanctions.
But yet, we have just found that it "complied" with the nuclear "deal", and are extending sanctions relief. Which means, we will not be blocking secondary sanctions.
And we are also cooperating with Iran-backed militias in Iraq.
Admittedly, those militias are technically Iraqi, so there is some possibility of plausible deniability, but the reality is, our connections to Iran run deeper than many of us would
like to think.

This dichotomy comes from several causes:
1. The fact that the nuclear deal was supposed to be narrowly focused on curtailing Iran's nuclear ambitions. That was all a charade, of course, but nevertheless it was completely impossible not to acknowledge Iran's support for terrorist organizations around the world.
2. The perceived need to cooperate on counterterrorism issues in Iraq, because the Iranian-backed militias are well-trained and willing to be helpful, and it's just seen as a pragmatic consideration that does not hurt our efforts on other fronts.
3. With the current administration, different advisers coming from different perspectives on this issue. Mattis's job is defense, and his consideration is what will minimize the hostilities in a sensitive area. Tillerson and McMaster (and those below them), who are likely advising the president on the general policy and security considerations of the Iran deal, likely have broader considerations and for that reason have come up with the decision I have just explained. What those considerations are I can well speculate about, but they may also change as a result of evolving circumstances..
4. Finally, we will not know the level of Iran's actual "compliance" for quite some time. Eventually those details will come out. But the reality is, that on many, many levels that have nothing to do with this particular scenario, we have various agencies working at cross-purposes with each other; often, intentionally so. For instance, the State Department's job is to build relationships and to find diplomatic solutions. CIA's job is to collect and analyze information, and it employs methods which may violate the laws of the countries in which it operates, thus causing problems for the State Department, and a natural state of tension between the two agencies. That's just one fairly obvious example.
